Traffic / LDP: I have issued a detailed explanation of the traffic chaos caused by traffic lights on Llantrisant Road and I have set out how these must be managed. The problem was created by a lack of local consultation prior to giving permission for the lights and by altering the management regime without discussing it with me or even notifying me; the operation of the lights continues to be monitored and I continue to stress the imperative need for better vetting of temporary lights. At October Council, I spoke in the debate about the LDP to set out the full extent of the ongoing upheaval and to point out that it was passed in the face of strong local opposition which I was glad to lead.
Play areas: The Fisher Hill Way refurbishment is about to start and should be completed by Christmas; this was financed using s106 money. The Drovers Way play area will be refurbished in the early part of 2020 using funds from a variety of sources. This has been a lengthy process as is inevitable when funding for non-statutory functions is cut to the bone. It is to the credit of the different involved parties that this will finally be achieved. NO2 monitoring: I hope to hear soon that a monitoring point (s) will be located on our main road to enable us to assess both current pollution and the future impact of planned changes to our main thoroughfare. Radyr Weir: the hydro –electric scheme is not functional due to vibration on the lower bearings of the Archimedes screws. This needs checking and repair. Fostering: Cardiff Council has nearly 1000 looked after children and there are opportunities for paid foster carers to assist these young people by welcoming them into a caring home. I will gladly arrange for any interested persons to meet the officers who can describe all aspects of the role including training, advice and support. Waste Collection: This continues to be erratic with some areas being particularly susceptible to being missed. I have raised the difficulties that arise from no garden waste collection in early January but this has not yet been reinstated. Street Naming: a new consultation is likely to lead to a significant increase in street names expressed in Welsh Radyr Library: The Library is now hosting a big range of other activities without diluting its traditional role; call in and enquire about Yoga, bridge, making Christmas wreaths, coffee mornings, litter picks an many other activities. Saverio Florimonte: the host of our local restaurant, Cicchetti, was invited to become the national secretary for Wales of A.I.M.; this is a worldwide organisation, which leads and supports the local Italian community in its interaction with the wider community. Highway issues: Further to last month’s report, I have made the case for monitoring air quality on a continuous basis at 2 locations on our main road.
Metro project; the optimum solution to volume of traffic, average speed, gaseous emission and particulate creation, is to offer alternative routes into Cardiff. During LDP consultations, the prospect of a Metro system was floated as a possible means of providing this. I recently attended a seminar on this topic; I went to see whether, after 8 years of discussion, we had advanced beyond having a name for the project. We might hope for some improvement in 2023 when the valley lines will have a swifter, more frequent service. However, the main project (including a significant improvement to the City Line) is still a gleam in the eye. It lacks clarity on fundamental aspects of design and, more basically, the necessary cash to implement any scheme, which emerges. Road Resurfacing: Windsor Road and upper Park Road will be resurfaced soon. This will comprise an application of tarmac rather than the much-needed reconstruction Bus passes; these expire at the end of 2019; they may be renewed online or at Radyr Library Shrubbery: please ensure that your shrubs do not protrude on to the pavement, obliging wheel chair users or pram-pushers to go onto the highway New Primary School at Plasdwr; given the demand for additional places for both English and Welsh medium education, one can see why a hybrid school is planned. Highway issues: installation of 3 new zebra crossings on main road is scheduled for early 2020 ; creation of 20mph zone (covering entirety of Radyr and Morganstown except Parc Radur) will come in late Spring .A pavement on the dangerous bend at the top of Windsor Road is planned for March 2020 ; Golf Club lane is likely to be closed to vehicular traffic in summer of 2020. Some of these are subject to preliminary consultation while others have undergone consultation process. I have also requested evaluation of need for crossings at bottom of Station road and on Bryn Derwen. I hope to have in place 2 sites for NO2 monitoring on our main road; this will be of immediate use but it will also enable us to assess the outcome of a greater number of crossings. New school consultation: the consultation is underway on the proposed first new primary school on the Plasdwr development. Consultation on public rights of way; this is now underway. Radyr Library and Hub: The well-being café starts on 1st October and will meet weekly on Tuesdays from 11 am until noon; chair yoga is on Fridays from 2.30 to 3.30 ; “love where you live” locker gives access to litter-picking tools. Survey forms are available in library. Local Development Plan: I can supply a link giving residents an update on this plan’s progress. Play areas; Refurbishing Fisher Hill play area is due to start imminently. Drainage proposals for Drovers Way are under discussion; it is most probable that the work will not take place until early 2020 but there is a chance of an earlier start. Electric car charging: I can provide a link showing how Western Power Distribution is preparing for the expected growth in this type of vehicle. Fly tipping: this continues to be an eyesore as well as an expensive problem. Please report any evidence of this; please do not use any waste removal company unless it is registered and able to supply a waste disposal notice. Householders employing a “cheap” alternative risk prosecution. Overgrown Shrubbery: please cut back shrubs /trees which partly block pavements; this summer has created a large number of such issues. 17 June 2019 Highway issues: subject to support from R+MCC, I will recommend to council officers that they initiate local consultation to introduce a 20mph limit in Radyr and Morganstown. There is wide support for this but there is great concern expressed that vehicles travelling at this lower speed will create greater air pollution. This concern should be addressed by participation in the consultation exercise. In the near future, there will be consultation on the closure of Golf Club Lane to vehicular traffic. The speed disclosing sign near Cheshire Home is now hard wired to an electrical supply, ending, I hope, a long series of malfunctions. Towards the end of July, major work on Llantrisant road towards Creigiau will necessitate complete closure of the road. I have requested full details and extended working and I have a meeting arranged to receive full details. I will include this information in my next report and post it on the local web sites as soon as it is available.
Pact issues: As mentioned last month, the police are aware of the large gatherings near the cricket club and they are monitoring this to prevent it leading to further problems in the surrounding areas. Since Pact, the police and PCSO support teams have been rearranged which will remove from our area some (but not all) familiar faces. Next Bike: Following our representations, a stand of Next Bikes will be installed soon in Station Road. Bethel Chapel: council officers are still seeking an acceptable outcome Planning matters: Local residents (to Springfield Gardens) have raised a petition objecting to a renewed attempt to build an improbable number of houses on a small site with limited access and a number of other concerning features. I am supporting this objection and I have supported residents’concerns about the Suds near Radyr Farm Road. Boundary Review: I submitted a strong case for R+M to have two County Councillors with effect from the next local elections in 2022; our community council supported this and present indications are that Cardiff Council will also do so. Dog Control Order: Cardiff Council will discuss a proposed control order in July. New School to serve Plasdwr; Consultation will begin in June; I urge those who have views on this projected primary school to respond to consultation invitation. Traffic control: The speed disclosing sign by Cheshire Home has been malfunctioning for some time due to faults with the solar panel; it will shortly be repositioned and wired to a lamppost. The pelican crossing at Station Road had a fault, which I reported, and it is now working. The package of measures on Heol Isaf/Tynant Road, previously described, is about to enter stage 2 of the consultation process; this involves posting notices about the intended works and circulating nearby residents. Youth issues: I have received a series of complaints/observations from residents about young people congregating at various points in the area; these describe behaviour, which ranges from the discourteous to a more serious level. This is a concern, which has been notified to our local police who are active in the matter. It will be raised at the next Pact meeting, likely to be on 12th June at a venue to be announced. Car Break-ins: a spate of car thefts has hit various localities. I am told that no theft has involved entry being forced; in every case, contents have been removed from an unlocked vehicle. Please lock your cars. Adoption of Sidings Roads: the bulk of roads are close to adoption; I will send details to the Radyr Sidings Residents Association for transmission to interested residents Waste Collections: these continue to be erratic and I reported several recent missed collections; usually this produced remedial action. White Van: this has ceased its occupation of lower Windsor Road for which many residents are grateful. Bethel Chapel: This is an ongoing concern which I have discussed with our local AM and our community council. I raised it with various council officers in building control, planning enforcement and legal. The primary concern is to remove any hazards but it is more difficult to ensure enhancement of the buildings and site. Boundary review: consultation is now open and I hope that residents will take the opportunity to request a second County Councillor to work for about 5500 electors, far above the average for Cardiff. Play areas; some work at Fisher Hill Way is imminent but full refurbishment awaits payment of a S106 planning gain sum. The Parc Radur play area could be partially refurbished with existing funds but the surface water drainage problem would soon undo the benefit. We can achieve best results by pressing for the drainage work to be done soon; meanwhile successful crowd funding could add to the extent of the refurbishment. I have received various suggestions for the tarmac area on this site (including leave it as it is); nothing can be done without the cash, approval from Cardiff Council and evidence that residents agree any proposal. H O Jones New School to serve Plasdwr: Consultation will begin in June 2019 to be completed in time for the school to open in September 2021.It is envisaged that this will be a 2-form of entry with an English medium plus a Welsh medium stream. I have the lengthy details but the details will be published as part of the consultation. I will urge concerned residents to read the papers, attend any consultation meetings and submit responses.
Caer Graig; The Pavement outside Bryn Deri will be resurfaced and this should be complete before school re-opens. Cardiff Rivers Group: this group does fine work in cleaning riverbanks and beds; it will be working in Radyr area on 16th April; I have gone out with them and I encourage interested residents to sign up, Safety gear is provided and a safe working environment is created. This complements the great work done by local litter pickers. Brexit Emergency Planning: Councillors and Council officers have met to produce contingency plans and this work is continuing. Orange stickers on refuse bins: these stickers are still necessary despite IT available in the cab to avoid missed collections; there has been a number of missed collections, which I have reported for remedial action. These are not confined to orange sticker users. Clean Air Public Meetings : bulletins and public meetings on this important topic are available; I will send the recent bulletin on request. Boundary Review; Radyr and Morganstown has a very large number of electors for a single member ward; indeed only one single member ward in Wales has more electors. Consultation will probably mean that R+M will have unchanged boundaries and two County Councillors. I will be supporting this proposal even though I may appear to discharge my many functions with effortless ease. Abandoned White Van: I receive many requests to have this moved but it is taxed and insured. Fisher Hill Play Area; this will be partially renovated soon using Council resources but further work will be done using S106 cash when it is paid. This s106 money is not coming from the Drysgol Heights redevelopment; inexplicably it was accepted that this large development would not ne “viable” if it made the assessed contribution. Parc Radur Play area: this awaits work to redirect surface floodwater. We will meet soon to advance this. Bethel Chapel: At the request of R+MCC and me, planning enforcement have contacted the owner about the building project and leaning gravestones. Dog fouling and misbehaviour: The introduction of a Public Space Protection Order for Dog Controls under Section 59 of the Anti-Social Behaviour, Crime and Policing Act 2014 be approved to include: various controls is under consultation. Ultimate Delivery; the match ball for the Cricket match between NZ and Sri Lanka will be passed through many hands on 31st May in an attempt on the world record; schools and clubs are urged to participate.
