Cardiff Council is consulting about their proposal to turn almost the whole of Radyr and Morganstown into a 20mph zone.

The only area not included in the zone will be Clos Parc Radur.

You can read more about their proposals in Welsh, here - and in English, here.

The closing date for responses is midnight on Friday, 31 January.

Next they'll be wanting us to give our cars and go back to a horse & cart.

I am a fairly libertarian, socially conservative and classically liberal person. I started studying the evidence for the reduction in vehicular speed about 3 years ago.

It is overwhelmingly in favour, in every major policy area: environmental, air quality, public health costs, road safety, accident prevention, transport costs, congestion reduction, public spaces, happiness perception, social space usage, public opinion and child safety.

There is only one deficit, which is that on urban roads it will take 18 seconds more journey time per 1 mile travelled. Hauliers and public service vehicles have no problem with this. It can be factored in to time schedules. Most private vehicle owners have no problem with this, as most of the time there is no time-saving, due to urban congestion.

A year ago, I moved from 30mph to 25mph, in urban areas. All I have found is a steadier state of calmer driving, reduced fuel costs, more mindfulness, great awareness of risks, reduced stress and, of course, all the benefits to others' lives and my insurance costs of increased reaction time and reduced breaking distance.

If I feel like it, I can still throw the back end around a vehicle and hazard free 'A' road roundabout. I can also hire the opportunity to do some rallying or track racing.

But, as I approach my fiftieth year, I now realise that it is nothing that should be happening on roads, around my fellow human beings and their loved ones.
It is a behavioural shift but it is a sensible one and one that brings its own benefits.
