Background
Radyr and Morganstown has changed a great deal over the past twenty years, with the development of Parc Radur, Morganstown and the Sidings. All of these developments have brought new residents to our community - and we are proud to welcome them.
In addition, Plasdwr is slowly taking shape. Development to the north of Llantrisant Road will continue to add more houses to our stock of homes.
As Radyr and Morganstown continues to grow, it will become increasingly important to ensure that we can protect and develop our sense of community - and of living together in a great part of Cardiff. We want residents to feel safe - and be able to take part in a wide range of activities - such as meeting friends in a local restaurant, playing sports, walking or attending different types of events.
We face this challenge in the context of developments such as Plasdwr. These can lead to immediate effects, such as more traffic using our main roads. They can also lead to longer-term effects, such as pressure on our local shops and restaurants as they face competition from the retail park proposed for Plasdwr.
We need to ensure, therefore, that the character and nature of our community does not suffer as we are enveloped by housing developments to the south and west of us - and beyond.
Cardiff Council's proposed new Local Development Plan
Cardiff Council has decided to prepare a new Local Development Plan. This will set out how land in Cardiff will be treated, for planning purposes. The current LDP led, of course, to the Plasdwr development which is having a significant effect on our community, with regard to:

The new LDP will not remove the planning consent already in place for developments such as Plasdwr. It may, however, identify additional sites suitable for development (such as land to the north of the golf club).
The LDP will be prepared in a context quite different to the existing plan, which was developed at a time where Cardiff was very short of land for housing. We now have a five year stock of land - so the focus can be on issues such as enhancing established communities. We will work hard to make sure that we can obtain the maximum benefit from the new plan.
The new LDP will include ideas aimed at enhancing established communities, such as Radyr and Morganstown.
Planning
The Community Council has a Planning Committee which monitors planning applications relating to Radyr and Morganstown.

Travel and road safety
We support active travel (such as walking and cycling) which can help keep us healthy, reduce traffic and make our roads safer.
We would like to see cycling made safer across Radyr and Morganstown - and ensure that our cycling routes are linked to cycling routes in adjacent areas - including the cycling superhighway proposed as part of the Plasdwr and wider city development.
The community council supported the introduction of 20mph speed limits where appropriate - whilst reflecting best practice. We noted local concerns about the possible impact on pollution but took comfort in the fact that petrol and diesel cars will be phased out between now and 2030. We also arranged for Cardiff Council to install air quality monitors at various points along the main road, to measure pollutant levels before and after the introduction of the 20mph zone. We have also written to Cardiff asking that they also measure particulate levels.
We will continue to press for improved road safety, including tabling the zebra crossing at Windsor Gardens, Radyr Comprehensive School and xxx. We will also discuss with Cardiff Council developing a school safety zone for Radyr Comprehensive School.
We are fortunate in Radyr to have a train station which, following electrification of the Valleys Lines, will provide a train into Cardiff every five minutes. However, the process of electrification will lead to a great deal of disruption for those living near the railway line as Transport for Wales undertakes the necessary works (at night, for safety reasons). We will continue to work with TfW to mitigate this disruption whilst seeking the maximum community benefit from the works (including a new facility for the Radyr Rangers).
We would also like to see a halt built at Morganstown. This was shown in early plans for the South Wales Metro, but has now been dropped. As such, we have written to the leader of Cardiff Council, to ask that this be reintroduced into the plans.
We will work with Transport for Wales to ensue that Radyr Station is a safe and pleasant environment.
The Bus service to Radyr and Morganstown is very infrequent - with only xx buses per hour at peak times. We recognise, however, that the low use of the service makes it difficult to press for more frequent buses - but we will continue to monitor this.
We have worked with Cardiff Council to ensure better enforcement of the restrictions on HGV traffic through Radyr and Morganstown. We were pleased to see Cardiff propose the installation of an innovative HGV monitoring camera, near the Ty Nant pub. This should ensure that only HGVs delivering or collecting goods from Radyr or Morganstown will be allowed to enter the area. HGVs entering without a permit will face fines and other enforcement procedures. We will monitor the extent to which this innovative scheme reduces the volume of HGV traffic travelling along our main road.
Our main road
We would like to underline the fact that we are a community where people live - and that Heol Isaf and Ty Nant Road should not be treated simply as a convenient, fast route for those travelling through our community, to get to town, or to reach the A470.
The Taff Trail and other cycling routes
The Taff Trail is an important resource for the residents of Radyr and Morganstown. It provides opportunities for leisure and exercise - and a way to reach the centre of Cardiff by bicycle or on foot. We want to see the trail well maintained and improved in future.
We understand that Cardiff Council is developing a network of cycle routes (including for Plasdwr residents). We will want to ensure that Radyr and Morganstown is as well connected as possible to those routes.
We also want to make cycling as safe as possible within Radyr and Morganstown and we will discuss this with Sustrans.
Walking and footpaths
Walking is excellent exercise. We think people should walk as much as they can, for leisure purposes, or for specific reasons such as popping out to our local shops or taking children to school.
We will continue to work with Cardiff Council to make our roads safer for pedestrians. The introduction of the 20mph zone was designed to do so - as was the installation of three new zebra crossings (at x, y and z).
We will also continue to work with Cardiff Council to ensure that our public rights of way are well maintained.
We want more people to learn about the walks available to them, in and around Radyr and Morganstown. To this end, we are considering developing a project to help residents share walking routes via our website.
Station Road
The Station Road area is an important part of our community. It is where we can go to shop, to eat, to spend time with friends and family, or to use the services that are available there.
We want to ensure that this area thrives - and that the businesses located there can succeed, to benefit the wider community.
In early 2020 we consulted people living on Station Road, Windsor Crescent, King's Avenue and King's Road about the Station Road area. The results showed some support for making the roads safer; for improving the look of the area; for making parking easier for those who live and shop in the area - and for improving its role as a place for residents to socialise with friends and family. The survey also showed concern about making any changes that could negatively impact the area.
A more recent survey undertaken on local social media showed that from 128 people (from across the community) who responded, 84% were in favour of "developing Station Road, so that traffic and parking can be better managed - and for it to be a better place to socialise with friends and family."
We will work with Cardiff Council to determine what changes could be made.
Bethel Chapel
This chapel, in Morganstown, is in poor condition - as is the land surrounding it. We understand the owner wishes to sell the property.
Community Art
Recent years have seen the installation of some creative examples of community art in various locations around Radyr and Morganstown (such as the poppies on Heol Isaf and the 'Secret Garden' on the path connecting Woodfield Avenue and Taff Terrace). These works were installed by Radyr Comprehensive School pupils with the assistance of a community art practitioner.
We want to encourage the provision of more community art in appropriate locations. We will want to ensure that the works provided are of an excellent standard and serve to reflect our community and its values.
One early project might be the addition of community art to one of the exterior walls of the Old Church Rooms, facing the car park.
Benches on streets and in parks
We appreciate that for many people benches are a welcome place to rest, either during a walk or simply to help them enjoy being out in the open.
The benches in Radyr and Morganstown are the responsibility either of ourselves or Cardiff Council. We will ensure that our benches are safe and well-maintained.
The M4
Residents living in Bryn Derwen are subjected to a great deal of noise from the M4. We have asked the Welsh Government to install noise barriers.
Cardiff Council's Infrastructure List
In xxx Cardiff Council invited us to submit idea for their Infrastructure List. The idea being for Cardiff to have a better understanding of each wards' aspirations, so that resources and funding could be directed towards meeting those aspirations, when available.
We arranged a consultation exercise about this - which resulted in a list of ideas submitted by residents.

- Install tabled Pegasus crossing for the bridleway which follows the route between Radyr Farm Road and Woodfield Avenue

- Provide a free-play area for children (similar to the No Parents Allowed playground, in New York)
- Installation of public toilet
- Install wooden play equipment for children at Dan-y-Bryn Woods
- Drainage works on the Pant Tawel to Pentyrch lane
- Install more benches
- Introduce green initiatives (solar panels on community buildings, recycling bins etc)
- Installation of outdoor gyms (eg in Radyr Woods).
