Background
We are fortunate to live in an area on the outskirts of Cardiff, close to the countryside - and with access to open spaces and woodlands within our community.
Our green environment is threatened, however, by the Plasdwr development and other building works (such as the proposed railway bridge at Gelynis farm).
As elsewhere, our community would be affected unless global warming is prevented.
Our Woodlands
Radyr and Morganstown Community Council is responsible for the upkeep of Radyr Woods and Dan y Bryn Woods (both of which are owned by Cardiff Council).
We will continue to care for Radyr Woods and Dan y Bryn Woods. This will include maintaining pathways, ponds and seating areas - and ensuring that trees are safe and healthy. We also ensure that the woods are kept clear of rubbish.
Needs reference to Woodland Wardens etc.
We will, as appropriate, provide facilities in our woods to enhance the public's enjoyment of them. At the same time, we will work to ensure that our woodlands provide a diversity of habitats for wildlife.
We will encourage residents to visit the woods - and to let us know if they think these areas could be improved.
Our parks
Radyr and Morganstown Community Council is responsible for the upkeep of Windsor Gardens, Morganstown Park, the Granny Park and Pentwyn Park (all of which are owned by Cardiff Council).
We will continue to care for the parks. This will include maintaining pathways, mowing the grass, maintaining trees and shrubs and ensuring that the parks are safe and clean.
Our children's playgrounds are very valuable community assets. They are all owned and managed by Cardiff Council. One playground, at Drovers' Way, has been out of use for several years as Cardiff Council seeks to repair underground drainage that floods onto the site, damaging play equipment.
The Mound Field
The Mound Field is a valuable public open space for all members of the community to enjoy. It serves as home for the Radyr Rangers Football Club. Others use it as an access route from the Taff Trail to Pugh's Garden Centre. Some use it for informal recreation with their families or to walk and train their dogs.
Part of the Mound Field will be used by Transport for Wales as it undertakes a major project to electrify the Valleys Lines. This will lead to demolition of the Radyr Rangers' club facilities. TfW has agreed to build a new clubhouse as compensation for the loss of the Rangers' existing facilities. This will require planning permission. The clubhouse could also be used by the wider community, were it to include a room suitable for that purpose.
The Radyr Rangers have expressed an interest in installing a 3G pitch on the Mound Field, alongside its existing pitch.
Transport for Wales will also improve the lane leading to the Mound Field (which runs alongside Pugh’s Garden Centre), as well as extending the Mound Field car park, which will result in improvements to the car park surface.
Transport for Wales will work with Cadw to improve the appearance of the Mound Field ancient monument site.
Wildlife
We are concerned about the pressures faced by wildlife as more and more houses are built around Radyr and Morganstown - and as major projects such as the Transport for Wales works are undertaken.
We will work with Transport for Wales, house developers, Cardiff Council and relevant agencies to protect wildlife and to provide new and diverse habitats.
We will also work to ensure that the land we manage (including Radyr Woods and Dan y Bryn Woods) provides a wide range of habitats for wildlife. This could include installing bird and bat boxes, habitats suitable for wild bees, bug-hotels and more.
Biodiversity Plan
We have a Biodiversity Plan, as required by the Environment (Wales) Act 2016 (Part 1 - Section 6). A copy of the plan can be seen on our website (url link).
We will ensure that we implement the plan.
Shrubs and Flowers
We want to ensure that Radyr and Morganstown looks as good as possible. With this in mind, we will plant trees, shrubs and flowers wherever we can.
Allotments
Allotments are of benefit to our community. Two allotments are available for use by residents - across the river, near Forest Farm, and next to the Ty Nant pub. We think that these areas should remain as allotments - and not be developed for any other use.
We invite allotment holders to engage with us if they have any problems with regard to their allotments, including issues relating to security and vandalism. As necessary, we will press Cardiff Council, as owners of our allotment sites, to respond quickly and appropriately to any issues raised.
We understand that new allotments will be built as part of the Plasdwr development. We will ask Cardiff Council to ensure that these allotments will be available for use by Radyr and Morganstown residents.
The River Taff
The river runs alongside the Taff Trail, a path used by many residents who walk and cycle along it for recreational purposes - or to travel to and from town and / or work.
As things stand, however, the river is often in a poor condition, with its banks and overhanging trees hung with plastic debris. We have worked with Natural Resources Wales to combat the problem. This resulted in publication of a joint Radyr and Morganstown / Natural Resources Wales leaflet about how to tackle pollution.
Sadly, publication of the leaflet has not led to any significant improvements in the appearance of the river. The situation is complicated by the fact that Natural Resources Wales is responsible for the river, with the banks being the responsibility of the relevant local authority or landowner.
The Thirty Acre field
The thirty acre field (located between Radyr Cricket Club and the River Taff) constitutes one of the largest, undeveloped open spaces in Radyr and Morganstown. Its location near the river would seem to make it unsuitable for housing, as would the limited access to the site. The field is privately owned, by the Plymouth Estate.
The Radyr Hydro Scheme
The hydroelectric facility on the River Taff provides green energy for the residents of Radyr and Morganstown.
